そうだ (hearsay/伝聞) is used to report information learned from another source ('I heard that...'). It attaches directly to the plain/dictionary form of verbs and adjectives.

他の情報源から得た話を伝える「そうだ（伝聞）」の文法です。動詞や形容詞の普通形に直接接続します（「晴れるそうだ」＝晴れると聞いた・天気予報で言っていた）。
