先日の会議で部長が ___ ていた件ですが、進捗はいかがでしょうか。

'おっしゃる' is the honorific form of '言う' (to say). It is used to show respect for the subject, in this case, the department manager. '申す' is the humble form, used for one's own actions. '言われる' is the passive form, which can be used for respect but 'おっしゃる' is more appropriate. 'お話しになる' is also an honorific form of '話す' (to speak), but 'おっしゃる' fits the nuance of 'mentioning' or 'saying' better in this context.
