憤り

社会の不公平な制度に対して、多くの市民が強い＿＿＿を感じている。

憤り (ikidoori) expresses strong anger towards injustice or unfairness, making it the best fit for the context 'towards the unfair social system'. 不満 (fuman) means dissatisfaction and often doesn't imply such strong anger. 後悔 (koukai) is regret about past actions, and 嫉妬 (shitto) is jealousy, neither of which fits the context.

「憤り（いきどおり）」は、不正や不公平なことに対する強い怒りを表す。文脈の「不公平な制度に対して」という状況に最も合う。「不満」は満足できない気持ちで、憤りほど強い怒りを含まないことが多い。「後悔」は過去の行動を悔やむこと、「嫉妬」は他者をうらやむ気持ちであり、文脈に合わない。
